Of course it will, just get a European adapter.
No USA tvs are NTCS the TVs in Europe are Pal. If your tv is new you might be able switch between the two.
There are different voltages and electric plugs between the US and the UK. You will need to purchase a Travel Converter that converst 110v to 220v. I am told that the normal converter for phones, hairdryers etc is not good enough. I purchased one from ebiz enterprise.com through Ebay. It is a jWIN dual converter Step up Step down 50 watts and cost me $14.90 including postage. Whoops forgot about the NTSC v PAL so probably not.
Since you mentioned TV tuner ONLY then you can buy a tv tuner that can accept MULTISYSTEM broadcast. The US uses the NTSC system while the UK uses PAL. If you have a multisystem tuner then this will not be a problem.
